Caleb Opeseyi is a multidisciplinary evaluator, project manager, and systems thinker with over 15 years of cross-sector experience in research, education, infrastructure planning, and data-informed program delivery. As Director of Research & Evaluation at Decision Metrics, he leads the firm’s efforts in delivering rigorous, culturally responsive, and decision-focused research and evaluation solutions across policy, programs, and organizational development.
A certified Project Management Professional (PMP), Caleb blends empirical inquiry with practical execution—guiding public, nonprofit, and enterprise clients in framing the right questions, applying robust methodologies, and interpreting results to drive meaningful impact. His work spans mixed-methods evaluation, logic model design, statistical analysis, and performance measurement, all aligned to help leaders improve what matters most.
Caleb has served in diverse environments—from managing high-stakes infrastructure projects in Nigeria to optimizing maintenance and operations planning within the U.S. Air Force. In his recent academic leadership roles, including as Principal Investigator in program evaluation at Western Michigan University, he has spearheaded the design of logic-based frameworks, outcome mapping, and policy-relevant insights for health and education interventions.
He holds advanced degrees in Evaluation, Measurement & Research (Ph.D., in progress), Information Technology Management (M.Sc.), and Education Administration (M.Ed.), as well as a Bachelor's in Economics and Education. His formal training in Business Analytics (Harvard), Cybersecurity for Critical Infrastructure (MIT), and applied data science enables him to deliver both depth and agility in high-impact research.
